Michael Schwartz was named Director of HR-CIS at the University of Virginia in August, 2007. He oversees the human resources compliance program, including immigration, foreign national tax, employment authorization (I-9), legislative analysis, policies and procedures and state Conflicts of Interest compliance. Michael also serves on the University Policy Review Committee and the University Threat Assessment Team. Schwartz’s background in higher education administration includes seven years at the University of Virginia where he served as Assistant Director of Payroll and Foreign National Tax Manager.
Prior to his career in higher education, Michael held positions as Vice President of Publishing, Editor-in-Chief, and Director of Strategy and Development for Butterworth and Lexis Law Publishing. He served on the American Association of Law Librarians Neutral Citation Task force, and the Board of Directors of Butterworth of Puerto Rico, Inc. Michael also spent time as a legal services attorney in Maryland. An attorney, Michael received a law degree from the University of Maryland, a master’s degree in anthropology from the University of Virginia, and completed all coursework requirements towards a PhD in anthropology. He received his undergraduate degree in political science and history from Gettysburg College. In addition to his management experience with Butterworth, a leading worldwide publishing group headquartered in London, Michael’s international experience also includes fieldwork in Allahabad, India, and study at Robert College, Istanbul, Turkey.

Marc R. Amos

Marc Amos joins the HR-CIS staff after many years in the public and private sector as an immigration attorney. He oversees the permanent residency program for research and faculty staff for the University.
A native Virginian, Marc Amos obtained his law degree from George Mason University School of Law focusing on regulatory law. His interests in immigration law began while in law school when he worked part-time for an immigration law firm. After law school, he moved to Goochland County and practiced immigration and general law for six years. He also served as the Goochland County Bar Association President.

Looking to expand his immigration experience, Marc Amos joined North Carolina State University in Raleigh, North Carolina for three years managing the University's immigration team in ensuring compliance with permanent and temporary immigrant visas and with the I-9 and E-Verify programs. During his work at NCSU, he was frequently invited to present at regional university professional associations on establishing immigration expertise within human resource departments. After NCSU, he relocated to Atlanta, Georgia as the Senior Associate Attorney at Kuck Immigration Partners. While at Kuck Immigration Partners, he expanded his immigration experience working with many types of immigration matters from employment based immigration to removal defense. He served for a year on the USCIS Texas Service Center AILA Liaison Committee.

After years in North Carolina and Georgia, he is glad to be back in Virginia assisting the University’s faculty and researchers obtain permanent residency.

Christine Langford

I-9 Specialist

Christine has been working with Compliance and Immigration Services since 2007. She began working in UHR in 1998 with the Records division. Christine has a Bachelor’s degree in Business Communications from the University of Phoenix, and currently enrolled in a Master’s Business Management Program.

She currently oversees and processes all incoming I-9 Employment Eligibility Forms for all new employees to ensure compliance with the Department of Homeland Security. Christine also monitors I-9 expiration dates (for those who have employment authorization documents or employment visas). She also assists as needed with Foreign Nationax Tax and in the Green Card process.Christine has most recently begun managing the new I-9 Online system for the University that requires all I-9’s to be completed electronically. Christine has a Bachelor’s degree in Business Communications from the University of Phoenix, and currently enrolled in a Master’s Business Management Program.

Joni Louque

Foreign National Tax Specialist

Joni Louque serves as the Foreign National Tax Specialist and joined HR-CIS in July of 2010. Joni insures that foreign nationals paid by the University are taxed according to federal and state laws when they receive wages from payroll and when they receive fellowship, scholarship, or stipend payments. She helps all eligible foreign nationals claim their tax treaty benefits under that the United States Tax Treaties with the foreign national’s country of residence. Joni also remits all federal taxes collected from nonresident aliens to the IRS.

Prior to her current position, Joni was the Senior Human Resources Generalist for the University Libraries as well as an HR Consultant in UHR Consulting Services. Before coming to work at the University, Joni has worked for State Farm Insurance and SNL Securities. Joni earned her BS in Business Administration from the University of Mary Washington in Fredericksburg, VA. Joni also holds a Senior Professional Human Resources (SPHR) designation from the Society for Human Resources Management.

Dave Ripley

Dave Ripley joined the HR-CIS staff in November, 2008. Dave is responsible for UHR policy development, special projects, and will assist the Director with legislation analysis and compliance issues. Dave will continue to be the liaison with the State Department of Human Resource Management (DHRM) in Richmond and the University’s Conflict of Interests Coordinator. Dave ensures that foreign nationals paid by the University are taxed appropriately when they receive payments through Accounts/Payable (A/P) for honoraria, travel, royalties, awards, fellowships, scholarships, and other miscellaneous payments.

Dave has been with UHR since 1983. He has served as Director of Classification, Interim Director of Employee Relations, Director of Compensation Management, and as Executive Assistant to the Vice President and Chief Human Resources Officer prior to joining HR-CIS.

Prior to working at the University, Dave also worked in higher education human resources at the University of North Carolina-Chapel Hill and the University of Illinois-Champaign-Urbana. Dave also served as Director of Human Resources for the City of Urbana, Illinois. Dave has a master’s degree in Labor and Industrial Relations from the University of Illinois and an undergraduate degree industrial psychology from Michigan State University.

Timothy J. White

Senior Immigration Consultant

Tim White joined the CIS staff in January, 2008 after serving as Director of Operations for Mas Labor, and running the firm’s visa procurement services for five years. In his capacity as Senior Immigration Consultant in CIS, Tim is responsible for guiding and advising departments and foreign nationals through the H-1B visa process. Tim also assists with foreign national tax issues, I-9 compliance, and CIS outreach activities across U.Va. Grounds.

In addition to his years at Mas Labor, Tim has also worked for a variety of organizations focused on international development issues such as the The Land Mine Action Information Center at James Madison University, The Citizens Network for Foreign Affairs, and Volunteers in Overseas Cooperative Assistance, both located in Washington D.C. Tim's international field experience includes a posting in Budapest, Hungary and extensive travel in Central and Eastern Europe, and southern Africa. Tim earned his B.A. in English and International Relations at the State University of New York at Geneseo, and his M.A. in International Development at The American University.
